If you want to see the legal code for yourself, here it is:
As listed in the DC Official Code § 7-2507.06, any person who violates any provision of this Act shall, upon conviction, be fined not more than $1,000 or be imprisoned for not more than one year, or both, except that:
A person convicted of knowingly possessing restricted pistol bullets in violation of § 7-2506.01(3) may be sentenced to imprisonment for a term not to exceed 10 years and shall be sentenced to imprisonment for a mandatory-minimum term of not less than 1 year and shall not be released from prison or granted probation or suspension of sentence prior to serving the mandatory-minimum sentence, and, in addition, may be fined an amount not to exceed $10,000. Additional penalties may apply. (See Part IV, Sections 1 and 6 of this guide.)
Storage of firearms:
Policy: It is recommended that each registrant keep any firearm in his or her possession unloaded and either disassembled or secured by a trigger lock, gun safe, locked box, or other secure device.
Criminal Offense: The law requires that no person shall store or keep any loaded firearm on any premises under his control if he knows or reasonably should know that a minor under the age of 18 is likely to gain access to the firearm without the permission of the parent or guardian of the minor unless such person:
Keeps the firearm in a securely locked box, secured container, or in a location which a reasonable person would believe to be secure; or Carries the firearm on his person or within such close proximity that he can readily retrieve and use it as if he carried it on his person. Penalties:
A person who violates subsection (b) of this section is guilty of criminally negligent storage of a firearm and, except as provided in paragraph (ii) of this subsection, shall be fined not more than $1,000, imprisoned not more than 180 days, or both. A person who violates subsection (b) of this section and the minor causes injury or death to themselves or another shall be fined not more than $5,000, imprisoned not more than 5 years, or both.
The provisions of paragraphs (i) and (ii) of this subsection shall not apply if the minor obtains the firearm as a result of an unlawful entry to any premises by any person.
Millner had this to say as well:
"It has been reported that all of Arenas' handguns were unloaded, however we do not know if Arenas stored any bullets in his locker also, which could lead to more charges. Some commentators have discussed the idea of Arenas being charged with assault with a deadly weapon, however given the statements made by most who observed the incidents in question, I see that as highly unlikely. The act of Arenas removing the guns from the locker and placing them out in the open (even if unloaded) could be problematic for him as well."

Loaded or not, he already had a previous charges for illegal firearms. He already knew he was in violation but brought the guns anyway. He did this to himself. I don't think printing the gun law codes will help him, Doc. Whether he had bullets or not they'll find a way to crucify him. Hopefully he has a smart lawyer. Some people have to learn the hard way. Ya'll need to stop protecting these dopes just because they can play ball. If he was a mediocre player, you wouldn't even give this topic any attention. If this is how these guys have to be taught to behave like responsible men, then so be it.

This dangerous thug should be banned from the NBA for life. This is pure madness that these black athletes have a talent to make millions yet being a ghetto gun toting thug is more important. They are obsessed. They totally kill the excuse used by black men that a brother can’t get a break. That’s one of the biggest lies that black men keep out there. Black guys get breaks all the time. They just want break after break for committing crimes usually against other blacks like it’s no big thing. They have what’s the big deal attitude like Arenas. Grown men who see their immature irresponsible behavior as just having fun and playing around. And that’s another huge problem grown black men still think life is all about playing and having fun without consequences for their actions. They want to have bad behavior and not be punished for it. Arenas is a danger to society and is itching to show his manhood by shooting someone. This man childish behavior is the results of growing up without a real black man who represents what a real black manhood is. To be taught how to realistically maneuver in life as a black man. Too many sadly really believe acting and looking like drop pants homo erotic thug is real black manhood. Going to prison is a rite of passage. Having a gun is being a tough guy ready to shoot any time anywhere no matter who’s in their line of fire. Everything negative is keeping it real. Black players should be humiliated that they had to be told how to dress and how to present themselves when on company business that pays them million. Shameful. An example must be made of Arena so that want to be thugs in the NBA and all of sports get the message. They must be made to see the harm they are doing and the message they are sending to highly influenced weak minded black males with their gun play. These guys need to grow up and man up.

Gilbert Arenas is not a thug!! He is a talented NBA player with good qualities. Why are you guys so quick to judge him not even hearing the facts as to what has happened. Give celebrities a break. My advice to Arenas is to put GOD first, keep your head up and keep on being the positive person that you are. We all make mistakes. Mine would be made public to if I were a celebrity but most people this day in time are quick to judge and critize with not even knowing the facts. They are the real thugs, morans and idiots. Put GOD first and there is nothing that no one can say or do to bring you down. The Washington Wizards need you!!! Myself being a fan miss seeing you on the court.
