the richest and most-anticipated fight in history, and it just may happen after all. It just depends on politics, congressional politics, that is.

Pacquiao is running for Congress for the second time in his homeland, the Phillippines. Still, his trainer, Freddie Roach, says that discussions with Floyd Mayweather Jr. can begin on Tuesday once results are in from the elections.

The potential matchup fell apart earlier this year, when Pacquiao refused to undergo Olympic-style drug testing, which involves random blood and urine testing leading up to the fight. Pacquiao claimed that the blood testing would make him weak, and he wouldn't take the tests up to 24 hours before the fight.

After the Pacquiao-Mayweather match fell through, Pacquiao went on to win a fight against Joshua Clottey and Mayweather beat welterweight champion Shane Mosley in Las Vegas.

Mayweather has said repeatedly that all fights he takes will require Olympic-style drug testing, and if Pacquiao refuses, there will be no fight. In spite of the blood-testing issue, Roach thinks the fight will likely happen in November.

As for Pacquiao's duties as a potential congressman, Roach also says that this will not affect his ability to fight.
